What are Layer-2 scaling platforms?

Layer-2 scaling platforms it’s built “on top of” the layer-1 blockchains like Ethereum and Bitcoin. They did not require changes to the base level protocol — instead. They exist simply as intelligent contracts on main-chain like Ethereum that interact with off-chain software.
